These are my favorites among the get-paid-to-read programs:
Pet Mails: $3.00 payout; 0.75 cents per click.
Earning Easy Money: $1.00 payout and a lot of 0.5 and 0.7 cent clicks. I reached my first payout so quickly (April 2008) I had to wait several days for the new-member 10-day waiting period to get paid.
Inbox Dollars: $30.00 payout; e-mail clicks worth 2-3 cents; $0.50-$1.00 for each survey completed; get paid to shop; etc.
AdPaid: $3.00 payout; I have been a member here for a long time. Earnings add up slowly but consistently, and payment always comes quickly after you reach the payout level and request it.

Traffic Roundup: 1 visit to your site for every 3 sites you visit. Free to join. Very easy to use. And you can list more than one site to be rotated through in exchange for your visits. For ease of use and quality of program, this is probably my favorite traffic exchange.
